a cool trick...trace anyone of internet

the way to trace any one on internet. tracing require an ip address of the remote party. i kept asking but no one could give me a proper solution to the prob.
i kept getting advices like trying ip2location.com type of websites. but this can be done only if u know the ip address of the remote party. and here was a catch.
but after searching on this issue for long time, i have come across a cool website which can help u trace the person on internet i.e. knowing his/her ip address.
